First you probably just need to compare init.ora for both servers.
Second you need to consider that you have more RAM, newer OS and database.
Try to look at memory configuration.

Apart from network speed & server load, also check:
Is it just one query that is taking the long time, or does the performance hit appear for all or most different actions?
If only one query is slow, check the execution plans when connected as yourself and as connected by the user - sometimes they can be quite different from user to user.

1. Network speed (time to transfer at least username/password but in most cases also data transfer via the network)
2. The number of connected users (could be improved using MTS - multithreaded server)
