In brief:
1) Index tables
2) Analyze tables
3) Use EXPLAIN PLAN
4) Use SQL_TRACE and TKPROF

In general, Oracle does the opimisation - provided you have done steps 1 and 2 above.

Why two identical questions? I still prefer the magic wand, all other methods forces me to think hard.

Try closing some of your questions, you'll find that the experts spends more time on the questions of those who does a good job of cleaning up and following up.
