Formatting of Dates in where clause

CREATE TABLE  MY_TABLE
(ROW_ID NUMBER,MY_DT DATE)

INSERT INTO MY_TABLE(ROW_ID) VALUES (1)

UPDATE MY_TABLE
SET MY_DT=TO_DATE('29/12/2003','DD/MM/YYYY')
COMMIT

Qry#1 SELECT * FROM MY_TABLE
WHERE TO_CHAR(MY_DT,'YYYYMMDD')<=TO_CHAR(SYSDATE,'YYYYMMDD')
The above returns a value

Qry#2 SELECT * FROM MY_TABLE WHERE
TO_CHAR(MY_DT,'MMDDYYYY')<=TO_CHAR(SYSDATE,'MMDDYYYY')
The above one does not .
Why?

The reason I am asking is one of my qry has  condition
TO_CHAR(MY_DT,'YYYYMMDD')<=TO_CHAR(SYSDATE,'YYYYMMDD')
This takes 4 hrs long to xecute for 2000 records and does not give results accurately.
It works the same way as earlier qry Qry#1
