The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? To provide you with a tool to use, we rate our solutions based on various elements that most accurately determine if a solution is a quality solution. To explain what factors affect the solution rating, here are the elements we take into consideration when formulating our solution rating.

  • The Grade of the Solution
  • The Zone Rank of the Expert Providing the Solution
  • The Number of Author and Expert Comments
  • The Number of Experts Contributing
  • The Feedback of the Community

Your Input Matters
Because of the way the system is set up, the most important variable in this equation is you. As a member of Experts Exchange, you are able to cast your vote on the quality of the solutions in regard to how complete, accurate, helpful and easy to understand each solution is. New error -- receiving ora-01034 -- unable to complete Server Logon -- Oracle not available

Win2000 Server; Oracle 8i; 3rd party db front end (TMA)

Our installation has been running without this error for months/years, but this popped up today:

When trying to log via the 3rd party app, I am getting ORA-01034.  

I then used SQL* Plus.  UPon trying to logon there, I get:
ORA-01033 Oracle initiatlization or shutdown in process

I then ran SQL Plus from the command line with: sqlplus /NOLOG.  From the "SQL>" prompt, I ran:
 connect sys/password@mySID as sysdba

The response that I got here was: "Connected"

At the SQL> prompt I tried (separately) "startup" and "startup force".  I got the same result for each:
LRM-00109: could not open parameter file %ORACLE_HOME%\DATABASE\INIT%ORACLE_SID%.ORA
ORA-01078: failure in processing system parameters

My initORCL.ora file (which is located at: d:\oracle\ora8173\database)  contains one line: IFILE=E:\oracle\admin\ORCL\pfile\initORCL.ora

That file appears to be intact and readable and (in theory) there should not have been any recent changes to it.

Suggestions on next steps so that I can get this instance running again?
