INSERT WHERE NOT EXISTS?
INSERT INTO PHOTOS (PHOTO_FILENAME, PHOTO_FILENAME_ORIGINAL, MLS_NUMBER, PHOTO_INDEX, PHOTO_STATUS,
REJECTION_REASON, PROCESS_TYPE, AGENT_PHOTO_FORMAL, AGENT_PHOTO_CASUAL, MANUAL_UPLOAD,
APPROVED_BY, REJECTED_BY, PHOTO_WIDTH, PHOTO_HEIGHT, COMMENTS)
VALUES ('test','test','2',1,0,0,0
WHERE NOT EXISTS (SELECT * FROM PHOTOS WHERE PHOTO_FILENAME = 'test' AND MLS_NUMBER = '2');
What could possibly be wrong with this query? Seems rather simple, but the result is ORA-00933 SQL command not properly ended.

To use a WHERE clause in INSERT, you have to use a SELECT (FROM DUAL)
