Is there a way, from within Oracle, to find out what is the Client's NLS_LANG?
Using USERENV('language') function returns the server's value and not the client's value.

At the client side NLS_LANG setting is done as a part of the environment variable. If you use the appropriate methods/commands in the OS to retrieve it, then you should be able to get it.
