upgrade an application to new server

Hi there
I have an application currently running on:
- Window NT Os.
- Oracle 8i database.
- IIS for web base.
- Visual Basic & Crystal report write as dev. tool.

We have a plan to upgrade this application to a new
platform as below:
- Window 2003 with Service pack & security hotfixes
- Oracle 9i Ent edition database.
- IIS for web base.

May i know how shall i do it in a step by step method as below:

1. What will be the ideal New server hardware requirements?

2. IIS server's requirements.

3. How to install & set up the Oracle 9i database? for
   a new test environment (can provide link or details  steps)

4. Steps to provide a full current database backup in oracle 8i for migrate into new server Oracle 9i, whether to use Ent Manager full database backup or use export data?

5. How to migrate the backup data into the new platform, ie the oracle 9i database. If to use the Ent Manager restore or import data? Please provide steps.

6. What are  the other settings or control files are needed for the new server, maybe iniora or tnsnames.ora etc.

7. What are the settings for ODBC since they use Crystal report writter?

8. What are the settings for the clients/users workstation (about 200 users)
or installation steps?.

9. What is the estimated time frame? I.e. 1-2 months.

I hope u could provide some useful information & steps by steps procedure needed to ensure a success.
