ORACLE Error. 'ORA-01031 : insufficient privileges'

We run Oracle 9i server on SUN OS 5.9. Till recently we were not able to execute sqlplus from the root prompt. We would have to log in as super user (oracle92) and then execute the sqlplus from there. Upon investigation, I noticed that ORACLE_HOME and other entried were not made in the .profile file for root. I have now made the necessary changes in the .profile file for the root user and I am able to execute sqlplus from the root (#) prompt. But when I say 'conn / as sysdba' I get the error message 'ORA-01031 : insufficient privileges'. I basically need to execute some sql scripts from the cron tab of the SUN Server so I need this to work. Can someone help me out to resolve this issue.
