TNSPING only checks name resolution and listener status. It will always answer OK even if instance is down.
Same problem with net start if shutdown was entered at the command line. From Windows point of view, the service remains started when instance crashes or shuts down in SQL*Plus.
The cross-platform method to check instance availability is opening a connection.
