Iam not sure whether i am getting the question correct here.. So please clarify on a couple of points..

Has the service alone been deleted or the instance is dropped? Since the action has been performed by DBA, my guess is that the instance has been dropped.. In that case the service would be removed automatically.. In that case the only way out is to create another instance..
Please get in touch with ur DBA to create another instance..
If u have highly sensitive data, then ur DBA should be in a position to create another instance with the same datafiles so that the data would be retained..
Please let me know whether u would be performing the above operations.. In that case we can discuss about each of the steps in detail further..
