This is a very broad question.  There are volumes of data on each of these versions.  I suggest that you go to

http://tahiti.oracle.com/pls/tahiti/tahiti.homepage  for Oracle 8i
http://otn.oracle.com/pls/db92/db92.homepage for Oracle 9i
http://otn.oracle.com/pls/db10g/portal.portal_demo3?selected=1 for Oracle 10g

Happy reading!

If you have more specific question regarding this subject, you might try to open another question and refine it.

There are hundared of new features in every version
you can look it in two aspects

 1- Technical
 2- Product business usage

You have to go through new features papers for this

However

oracle 8i was  first improved version or oracle 8 which have lot of java based features including built in java engine within database improved partitioning options , lot of data warehouse and little touch of XML Type things. Idea of e-commerce included in database.

Oracle 9i added idea of somewhat pure m-commerce database with lot of data warehouse feature , improved sql feature , xml based improvement , enhance application server , oracle spatial and domain index improvement , Enhanced feature of RMAN and backup and recovery options etc.

This is not complete details or comparison just a summary
