How can I improve this SQL and make it run faster?

Hi

I have the following piece of code that takes hours to run. Can anyone give me some general suggestions for improvement. The empsen_t table has about 200,000 rows. And it has a composite PK INDV_ID, CONTR_ID, SENTP_CD, EMPSEN_EFFDT, EMPSEN_SEQ. I'm not the code author, it was written by the app vendor, but it looks to me is it is trying to query employee seniority dates. Not much to go on I know, but I was only hoping for general suggestions.

The database is Oracle9i 9.2.0.4 64-bit on AIX
