Estimate time to complete the query

I know we could find the cost of any query. but its not in time unit.
so anybody knows how can we find total time the query will require including "recoud count", "I/O" .etc.

By the way, this should be done using query or procedure. not using SQL*PLUS like explain plain or other stuff.
--> i should be able to query those values.

Please note that i have gather all system and objects statistics.
