The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? To provide you with a tool to use, we rate our solutions based on various elements that most accurately determine if a solution is a quality solution. To explain what factors affect the solution rating, here are the elements we take into consideration when formulating our solution rating.

  • The Grade of the Solution
  • The Zone Rank of the Expert Providing the Solution
  • The Number of Author and Expert Comments
  • The Number of Experts Contributing
  • The Feedback of the Community

Your Input Matters
Because of the way the system is set up, the most important variable in this equation is you. As a member of Experts Exchange, you are able to cast your vote on the quality of the solutions in regard to how complete, accurate, helpful and easy to understand each solution is. When you provide your feedback, each rating is adjusted accordingly. So, if you see a solution that has a poor rating that you think is a good solution, let us know by rating it. ORA-06502: PL/SQL: numeric or value error: character string buffer too small

I have two separate Oracle databases - one is 10.1.0.2.0 (Dev database) and the other is 10.1.0.4.0 (Test database) - on two separate servers.  In each of these databases I have identical schemas (the schema in Dev was imported from an export taken from Test).

In the Dev schema I can execute the following PL/SQL statement (using TOAD SQL Editor):

DECLARE regid CHAR(20);
BEGIN
      SELECT MIN(ID)
      INTO regid
      FROM tpt_registration
      WHERE ID = 'regdw000000000001001';
END;

and it executes just fine.

However, when I execute the exact same statement in the Test schema, I get the following error:

ORA-06502: PL/SQL: numeric or value error: character string buffer too small
ORA-06512: at line 3

The only differences I can see between the databases are the following:

Dev:
NLS_RDBMS_VERSION = 10.1.0.2.0
NLS_CHARACTERSET = WE8ISO8859P1

Test:
NLS_RDBMS_VERSION = 10.1.0.4.0
NLS_CHARACTERSET = AL32UTF8

Interestingly, in the Test schema (where I get the error), if I get rid of the MIN function like so:

DECLARE regid CHAR(20);
BEGIN
      SELECT ID
      INTO regid
      FROM tpt_registration
      WHERE ID = 'regdw000000000001001';
END;

it works just fine.

Note:  The ID column in tpt_registration is a CHAR(20).

Is the MIN function causing this because of the different NLS parameter values or database versions?  Or is it something else entirely?

This has me stumped!  HELP!

PS:  I suspect the problem is not that difficult to solve and an Oracle guru will know the answer right away, so the 500 points are because I need an answer urgently.
