JInitiator / Oracle jar cache problem

I am using JInitiator 1.3.1.25 and I am trying to redirect the Oracle Jar Cache folder for each user to the network share containing their profile.  Access rights within the share are all fine.

a) Is there a way to change this setting system wide?  Changing it through the control panel only changes it for the user logged on.  Server is running Terminal Services.

b) JInitiator does not seem to like the windows “%username%” wildcard when I use it to set the location (a folder named %username% is created).  Is there an alternative wildcard that can be used?
