Is current SQL-User a DBA via SQL

Hi,

Can I get via SQL if the current connected user has DBA rights (special can read all column information in all_tab_columns).
The SQL should work on oracle 9.x and 10.x. THe check is for a setup program to check if the given user has correct rights.
