create a stored procedure in oracle sql plus

I know sqlserver but I am new to oracle
1) I would like to know how to create a simple stored procedure which brings all the values from a table.
2)To alter the first procedure and to accept a parameter and filter my query based on the parameter.

Create Procedure test
as
begin
select fieldname from tablename;
end test;

1)

in pl/sql you have to select into variables:

create procedure test
as
    v_fieldname VARCHAR2(200);
begin
    select fieldname
    INTO   v_fieldname
    from tablename;
end test;
/

of course this only works if your select returns only one row (otherwise you will raise an TOO_MANY_ROWS exception).
additionally you have to implement an output to display the result, e.g.

DBMS_OUTPUT.PUT_LINE(v_fieldname);

to return all the values from a table with a stored procedure, you have to do more than a simple select.
use a cursor inside the pl/sql block.

2)
if you want to pass parameters to the stored procedure, you can only use them with ref cursors or dynamic sql.

3)
stored procedures are simply executed with

SQL> EXEC test;

or inside a pl/sql block:

BEGIN
   test;
END;
/

  GroupsPackage.usp_SelectGroups(ct);

...however, it must be pointed out that this still does nothing with the results (that will be contained in the variable called "ct" in my example)... all your procedure does at the moment is open a cursor; it doesn't even fetch the data.

I'm just guessing, but perhaps you're trying to do something not entirely unlike this:

create or replace package groupspackage as
  procedure usp_selectgroups;
end;
/

create or replace package groupspackage as
  procedure usp_selectgroups is
    cursor myquery is
       SELECT GroupID, GroupName, GroupDescription, LastUpdateDate
       FROM Groups
       ORDER BY GroupName;
     
  begin
    for result in myquery loop
      dbms_output.put_line('GroupID='||result.GroupID);
      dbms_output.put_line('GroupName='||result.GroupName);
      dbms_output.put_line('GroupDescription='||result.GroupDescription);
      dbms_output.put_line('LastUpdateDate='||to_char(result.LastUpdateDate, 'DD.MM.YYYY'));
      dbms_output.put_line('-----');
    end loop;
    dbms_output.put_line('DONE!');
  end;
end;
/

...and this would be executed like this:

...note: I didn't test this actually - hopefully there are no typos.
