Oracle streams - ORA-32593: database supplemental logging attributes in flux

I was trying add table to replication process. and run below proc.

BEGIN                                                                          
DBMS_STREAMS_ADM.ADD_TABLE_RULES(                                              
table_name=>'scott.dept',                                                
streams_type=>'capture',                                                        
streams_name=>'capture_stream',                                                
queue_name=>'CAPTURE_citm1d',                                                    
include_dml=>true,                                                              
include_ddl=>false,                                                              
inclusion_rule=>true);                                                          
end;                                                                            
/  

For some reason the session is hanging for long time. then I went and execute

select sid , username, status from v$session where username='STRMADMIN';

select * from v$lock where sid in (144,150);

where 144 and 150 are active session of strmadmin.
and I see

SID      TYPE

144      UL
144      DB
144      TX


are locked... Can you please help whats wrong.

Session is keep on waiting so what I did is using toad I open one more session and try to excute above proc. then it thows this error.

ORA-06512: at "SYS.DBMS_STREAMS_ADM", line 372
ORA-06512: at "SYS.DBMS_STREAMS_ADM", line 312
ORA-06512: at line 2


My question is by proc is hanging for such a long time when I execute and why it creating lock.
Can you please help me
