cannot create execution plan

We had this issue that a query will not create any execution plan. This is a simple join query, and has no problem running on testing schema. But when executing it both through web application and PLSQL tools, it will hang and we had to eventually kill the session. The testing schema and prod schema are on different Oracle 9i database. Table structures are identical and there is no invalid index. The query only takes less than a second to finish on test schema.
