I want to set the orcladmin to be never expired, or never locked

Dear Experts,
        I have a 2 nodes systems running the Oracle 10g IAS.
        There is a replication process between both nodes.
        When I try to disable the Password Policy using the OIDM GUI, and I bounce the OID on both nodes, I test accessing the OID via orcladmin 10 times using wrong password, the user gets locked.
      Can any one please guide me to how can I set the orcladmin user to never expired, and never locked user in such setup?
