Hello,
In my company we have more than 200 production databases and more than 250 development databases. Most of the time we will consolidate multiple applications to use a single development database by creating schema's for each application. We will also segregate machines to use standard edition from enterprise depending if the application uses a specific feature that requires Enterprise Edition.
Similarly in production we will have a high end machine that will be able to host multiple production databases so that Server based license would cover all databases.
In the end it all depends on the number of users and the type of servers that you have.
