Unable to connect to http://127.0.0.1:8080/apex/

I've just installed Oracle 10g Express on my home computer but when I try to go to the Database Home Page, I get this error:  "The requested URL could not be retireved:  http://127.0.0.1:8080/apex/ ".  I'm using IE8, and Windows XP Pro, Service Pack 3.  I've added "127.0.0.1" to the Tools/InternetOptions/Security/Local Intranet sites.  I've run "lsnrctl status" and the command completed successfully, with listeners listed.

Does anyone know what might be wrong here?

To enable Oracle XML DB HTTP server:

Your listener setup shows you've already got the http port set, so you can skip step (1) above it's obviously already done

Since you're got XE,  the apxconf  (2) doesn't apply.

steps (3) should already be done out of the box in XE
but, even if anonymous is locked, your web page should still appear

step 4 - this is where you are, however XE's APEX version should only be 2.1.0.00.39 initially but you can upgrade it afterward.

Were there any errors or other messages while installing?  I just did a fresh install on an XP box with no extra steps taken, just clicked through the wizard and 127.0.0.1:8080 opened up just fine when done.  Maybe you should reinstall

also on step 4 -
http://127.0.0.1:8080/apex/apex_admin    -  this doesn't exist in the default apex configuration with XE.

My Notes are for Oracle 11g Enterprise Edition.
It is inlikely to use AppEx using XE database
even the experiments and development is done
on such DB.

Run from the command prompt:
netstat -a

to see  if anything is on port 8080

If you have a firewall enabled, either add 8080 to its exception or just plain disable it temporarily

Is there anything listed under sqlnet.log ?

I will agree with sdstuber, if nothing suggested so far is helping, just do a clean reinstall. Most times it's simpler to do that than debugging.

I've reinstalled but get the same results.  There are no errors during installation.  I've confirmed in Control Panel that my user account is in the ORA_DBA group.

Possibly your Windows firewall is ON.
It should be OFF.

I don't recommend turning your firewall off as a permanent solution.
But while testing it might be helpful, but definitely not a good idea ongong.
If it turns out your firewall is blocking then open your listener port (defaults to 1521) but leave the rest secured.

I turned off the Windows firewall and the McAfee firewall as well, but still can't get access - "Access Denied:  Access control configuration prevents your request from being allowed at this time"

I noticed a thread in an Oracle forum that mentioned that you should be able to ping your machine name and get 127.0.0.1.  This was not the case for me as my Broadband connection gives my machine name a different IP address.

So I did ipconfig /release and reinstalled Oracle 10gXE.  I was able to get to the database home page.  Then I did ipconfig /renew to reset my Broadband connection, and I find that I'm still able to get the database home page.  So I'm not sure what exacgly corrected the problem, but I'm good now.
