Have done that before, myself. I have seen "Cancel" hang indefinitely on scripts, but not lately with recent versions.
I tend to use Toad only for ad-hoc work, DDL generation, etc. but I stopped using it for large scripts.
Perhaps try updating your version 9 to the latest. I am running 9.7.2.5

Toad can only cancel as fast as Oracle will let it. if your script has issued one or more statements that require a lot of rollback then that will take time.
If the db is busy and hasn't sent a sqlnet message to the client then the client (Toad) doesn't have the opportunity to tell the db to stop.
