but if you see something like "Oracle in OraHome92" in "System DSN", it means you have oracle installed...
select that and add aname, description, TNS name (alias that you have in tnsnames.ora file which maps alias to physical Ora DB), userid and test it by providing password... later you can use it in your applications...

you need to install oracle client...
and then configure tnsnames.ora file
after these you can configure and start using DNS
