Oversimplying, but much of relational database performance is to identify and remediate unnecessary idle time.

Look again at slightwv's last line in 39429936.  I mentor juniors to deconstruct a complex problem down to it's basic parts, such as a SQL transaction.  If and when the SQL statement appears to perform satisfactorily, at a SQL*Plus session, then resume layering the complexity and retest at each layer.

I suggest deleting the question.  There really isn't anything here that stands out and isn't readily available out in the wild.
