Oracle Client/Server

Do I need Oracle Server  to do some performance tuning?
Does Oracle Client able to do the work also?
I need to know what should I ask for Oracle Server or Client to DBAs to do some performance tuning.
Would I be able to use OEM on Oracle Client?

Yes, you need access to a database to tune a database.

When you install the Oracle database software, the client is built in.  You only need an additional client when installing on a remote machine to access the database or when specifically necessary for something like version testing.

OEM is browser based these days so all you need is a browser and access to the server.

I don't have Oracle software on my machine.
So, which one I need dbas team to install/order, Oracle Client or Oracle Server software and what roles and privileges do I need to ask for to do performance tuning?

Sorry for not addressing the question precisely!
DBAs team has database on Oracle Server.
I have only access to SQL Developer.
What do I need to install/access Oracle Client or Server and do I have to ask them to have access to OEM?
Or, when Oracle software either client or server is installed, OEM is available?
