PostgreSQL service could not be started

I have copy of PostgreSQL Server 8.4 installed on a machine with Windows Vista. I had the server working fine for a while, but when I tried to enable external IP addresses to access the server, I broke it and now when I attempt to Start Server with Administrative priviledges, an empty console appears for about a minute and then I get the message

The service did not report an error.

I have included parts of my postgresql.conf and pg_hba.conf below after attempting to restore them to their original conditions. My primary objective is to get the PostgreSQL server functioning again under any conditions, and my secondary objective is to get the server to respond to requests from external IP addresses.

postgresql.conf:
