Please have a look in the Event Viewer (in "Control Panel", under "Administrative Tools"), as it may give you some more information or clues about your error.
It is possible that your Vista Firewall is dissallowing those connections.
If no luck, you can try backing up all your PostgreSQL databases, uninstall PostgreSQL Server, reboot your Vista machine and then reinstall PostgreSQL Server.
