help in building libpqxx library

Zones: C++ Programming Language, PostgreSQL Database
I have downloaded the libpqxx 2.6.9 tar file   but I have to  build the library by myself. I am getting errors
when I try to bulid the library.......I have already done the program using libpq library.so now I want to do it using libpqxx library......it is a vc++ 2005 win32 application......
I have the read me file  with me...... i am getting following errors....

c:\programme\libpqxx-2.6.9>nmake /f win32/vc-libpqxx.mak ALL
cl.exe /nlologo/w3/GX/........etc.............etc
cannot find "cl.exe"

Could anybody  help me......Awaiting for the reply
