Crystal Reports Failed to load database information

I am using Crystal reports XI Release 2 to generate reports from a XML file on disk.
I generate the xml file from with vfp using cursortoxml function and call the report using RDC.

It works fine on any computer than has Cystal reports installed on it, otherwise
i get the following error: "Failed load database information"

I have installed the merge modules(runtime files for Cystal reports). is there anything else i need to install to use a local xml file as the datasource?
