Crystal Record Selection Formula

I have an issue when trying to limit this report by state I use the criteria below.  If I select a state it works fine, but if I dont it returns 0 reords rather than all states.  Any ideas?

(IF not isnull({vRegistrants.credentials}) THEN instr({vRegistrants.credentials},{?Credential}) > 0 ) and
(if not IsNull({?State}) and ({?State} <> "")  then {vRegistrants.state}={?State}) and
({vRegistrants.end_dt} >= {?Active From})

What version of Crystal?

What is the selection formula in words?

Does it work if you don't select a credential?

If I understand correctly, you want the report to return records for all states if non are entered. If this is correct, change your selection formula to:

(IF not isnull({vRegistrants.credentials}) THEN instr({vRegistrants.credentials},{?Credential}) > 0 ) and
(IsNull({?State}) or {?State}= "" or {vRegistrants.state}={?State}) and
({vRegistrants.end_dt} >= {?Active From})
