How to create a time formula that retrieves am or pm time values

Hello Experts,
I'd like to know how to create a parameter that will allow for the selection of all AM time values or all PM time values associated with database records. I want the parameter options for the user to be either "AM" or "PM". Can anyone help me? The report is querying an Oracle Database.

Is it a datetime field?

Create a static parameter with 3 values
'AM'
'PM'

In the select expert try this formula

If {?Parameter} = 'AM' then
    Time({YourDateTimeField} < Time(12,00,00)
else
    Time({YourDateTimeField} >= Time(12,00,00)
