If you set rc:parameter=Collapsed, the parameters area will not be displayed, but can be toggled by the end user.

I used &rc:Parameters=false to hide the tab then the users cannot see the tab again, I want it to HIDE by default.

I've been through the available settings in the config file (rsreportserver.config) and I can't find any way of setting this as a default.
One option you could look at is to create a menu report, just containing a list of links to other reports. You can then build up the URL string as you want, including the parameters=False; even giving an option if required of parameters or no parameters.
