is there a difference between eclipse birt and actuate birt? is eclipse a free open-source version while actuate is a licensed version? what are the major advantages of one over the other?
my business uses a MySQL database and web-based software written in php. if i only need 1-2 people to create reports, and the rest of the users (clients) would just review the reports, would i only 1-2 licenses? or would i need a separate license for each viewer?

Actuate BIRT comes with the commercial indemnification, support, documentation, installation, Flash object libraries, and data and report server access. As I understand it, BIRT (from the Eclipse Foundation) is open-source. Actuate 9 from Actuate Corp. is a commercial product. Actuate Corp., however, is involved with BIRT. I don't know the details, but they appear to be a major contributor.
