Cognos 8 is a web based tool so the portal and reporting studios are all web based. .  Having sadi this Framework manager and Map manager are actually desktop tools that you will need to install on your develpers machines.  if you do to the downloads section of the Cognos WEB site you will notice there is a Cognos 8 BI Modeling 8.1.2 MR2 download.   This will give you Framework manager and Map manager.

Framework manager takes the functionality from Impromptu Administrator that allowed you to create catalogs.  These catalogs are now called frameworks.  Createing the framework is the only dsktop based piece of the tool.  All report development now takes place via the WEB interface in the cognos portal.

So can i say Framework Manager comes as a part of Cognos 8.1 Business Intelligence product. Can i make the purchase of this in order to get Framework Manager as well?

Yes it is part of the product.   When you purchase Cognos 8.1( FYI...  The current version is 8.3 soon to go to 8.4.   In addition 8.1 was a little buggy so I would go with at least 8.2) you get two downloads from the web site the "Server" which is the Portal and REport Studio, Query Studio, etc.... This is installed on the WEB server machine and a modeling pacdownload that is installed on your local developer machines.

Just a note the licenscing is not usually a per server but by user roles.   So as an upgrade from series 7 you will get So you would get at least one Server Administror, and one BI professional.   The licences are based on what you have now.   One big gotcha is that the framework licence is now associated with the much more expoensive Administrator license.

Framework Manager provides the "Framework" for reproting and analysis.  You use framwork manager to build the metadata regarding the data you want to report on.  This metadata describes the various datatypes and how the data in the various database tables relates to the other tables in the database.  Cognos uses this information to determine how best to build the SQL for a given report.

Framework Manager is mostly required to use the product.  You can't build reports against a relational database without first importing the metadata into FM and publshing a package.  Minimally, all you need to do is import the tables you want, but this will usually lead to inefficient SQL.  As a second step, you go through the metadata and validate the datatypes and usages of al lthe dataitems, and define things like Granularity (which is usually not obvious from the database structure itself.
