Select the chart. In the properties window (lower right side of the IDE) you will find a property called "NoRows". Enter the description you would like to display to the user when no rows are returned.

Not through that property. You would have to position a textbox where you want it, set the textbox value to something like "no rows returned", format it the way you want then use this in the textbox "Hidden" property so that it's only visible when no rows are returned in the dataset:
