SQL:  Illegal expression in WHEN clause of CASE expression

I wasn't sure what software to select.  I'm using Teradata SQL Assistant and trying to build a new column based on values from two other columns.  I'm trying the case statement below but getting the following error:
Illegal expression in WHEN clause of CASE expression.
Can an expert help?  I don't use SQL very often and I'm hoping it's something simple.  Thank you.

      FIELDOFFICE                  as FO,
      CASE#                  as Case#,
          CASE NATLINDICATOR
            when 'Y' then 'NATL'                               
            when gpc.LIVES <100 then 'SMALL'
