Where is the Oracle 11g interface like MS SQL?

We recently had to purchase Oracle 11g for a new app that we are implementing.  I am used to MS SQL and completely new to Oracle.  Where is the interface for management/query/config like in MS SQL Server management studio?  I am running on Windows2008r2.

I have found the web interface but that doesnt seem to allow for database creation or management.

I found some 3rd party like TOAD but for the $$ something has to be included with Oracle????
We did purchase the enterprise version as we plan to use streams for replication.

You can use Oracle SQL Developer( Free tool from Oracle) equivalent to SQL Server Management Studio and can be downloaded here:

Not a SQL Server person so I have no comparison but database management can be performed through the local DBConsole.  If you want to manage multiple instances (databases) you'll probably need Enterprise Manager Grid Control.

Not sure if any of these 'create' databases but Oracle has tons of wizards to create databases, configure the network, etc...

Create/Drop/Change: DataBase Configuration Assistant (DBCA).

To create databases, use the "dbca" utility, it should be in your PATH (under $ORACLE_HOME/bin)

Once it is up and running, you can manage it via the web interface (Enterprise Manager).

I hear you loud and clear. Actually Oracle Enterprise Manager is very extensive and powerful, but the fact that it is web based does leave it a little short in my opinion, but it is the Oracle equivalent of SQL Server Management Studio.

The developer was what i was looking for mostly.  It didnt run on the server for some reason.  Also is the only way to create a DB is directly on the server?  That seems cumbersome.

It's been years since I did it this way but:  I believe if you have the scripts you can run them from the client using SQL*Plus (or possibly developer).

Remembered as soon as I clicked Submit:  In Windows, you will have to create the services manually on the server before you can connect to the instance using sql*plus.

Oracle is nothing like SQL Server. A database instance can house many schemas. You do not typically create many instances on a server. Yes, you might have 2 or 3, rarely more than that. One Oracle instance is quite capable of making use of all the horsepower that the server provides. In Oracle, you connect to an instance, and have a default schema. In practice, I see SQL Server DBAs might have many databases, to separate applications, but with Oracle, we often allocate a schema on an existing instance.

You can create databases from SQL, using the "CREATE DATABASE" command, but it requires you to setup a new environment (ORACLE_SID), so you would not do it remotely, typically. You need to have an instance in nomount mode to create a database, so its sort of a chicken-and-egg.
