Normal user created a report with the report wizard. All users are able to run the report ....however I have one user who still can't access the report (see screenshot).
Compared permissions and roles to users who CAN access the report - I don't know what I'm missing.

You would check this under Security Roles.
First of all, check to see which Role(s) the user has. If the user has more than 1 role, then choose the role that should definately include reporting provilidges. Now go to:
Settings > Administration > Security Roles > Double Click on the Role
Go to the Core Records tab
About 3/4 of th eway down the list is a Report privilidge - make sure that the user has full Read privilidges (solid green dot). You may want to give them other report permissions as well.

(1) Try giving the user the same permissions as other users (eliminate the possibility that it is NOT related to CRM Security Roles).
(2) Check to see that the user has reporting permissions as well as permissions to all entities that are included in the report (i.e. activities, custom entities, etc).
(3) You can turn on detailed error reporting (in the web.config, search for "error" and you'll see the setting). Turn that on and look at the detailed error report to see if that gives you any additional information.
