These changes are tracked in table USH04. The field PROFS. It will have the letter 'D' for when the user is deleted. It easiest to view via SE16N or SE17 (if SE16N is not available in 4.6C). Try SE16N first its much nicer looking.
In this example I created user EETEST and then deleted it and used the following info in SE17.
Input for SE17 - make sure you select the PROFS field with X and you can search for the user name that was deleted using the BNAME field i.e. EE* for EETEST in my case.

These are the results the MOBDE field shows the user name of the person who last modified and the C = CREATE and the D = DELETE and BNAME is the user who was modified.
