I need SAP BASIS 4.7 Full Installation Instructions with Full Hardware and Other Software Requirements. Is Windows Vista fine or do I need Win 2003 Server ? Also advise if Oracle is a must to be installed with this installation. If so, please advise the above requirements with Win 2003 Server and Oracle orWin 2003 Serbver without Oracle.

Normally win2003 server is preferred if you're running on a windows platform. However, you CAN get SAP to run on both Vista and XP also. Minimum requirements depends on your type of installation (Ides, discovery server, full NW or ECC etc.) But anything less than recent PC is not recommended. 512MB memory and 20-30GB of harddrive is the bare minimum, and a lot of stuff will not be happy with this config.
For each installation kit there's a database included. This can be Oracle, DB2, MSSQL etc. Again, which one would depend on the software you ordered/downloaded. The requirements will not differ much as each of these DBs needs to be configured very small as you're the only user that will need it.
