Non-PO Matched Invoice Creation from External System

FB60 transactiion cannot be created via BAPI_INCOMINGINVOICE_CREATE.

People suggest that use BAPI_ACT_INV_POST or BAPI_ACT_INVOICE_RECEIPT_POST. However, posting is a different operation than creation?

Why this suggestion has been given?

How come it has worked for some people?
