As you may be aware, there are more than 1,500 new features (highlighted here http://blogs.oracle.com/stevenChan/2007/01/25/) -- but the core improvement in my experience is that 12i moved up from the 9i RDBMS to 10g (and OAS 10g).  BIG BIG improvement in functionality.
