Localization is the word used to define the different legislative support provided for oracle Applications. These are essentially wrappers over the Core product (or non-localized products) . This is to say , e.g. some of the legislations requires some fields in Employee form to be mandatory while others do not.
Such kind of customization over the core forms , is called localization.

In my knowledge "Localisation" concept is a general and restricted topic pertaining to that particular module in Oracle Apps 11i, if you really need the information about this topic better choice will be contacting "Oracle Corporation". You may not get this kind of information on web. Its hard to get a study material on this particular topic on web or anywhere.
