When you do a client copy (via SCCL), you can choose to copy with or without users. Choose one of the profiles that includes users. See OSS Note 24853 for information on the client copy.

There is no standard function as far as I know. You need to create your own ABAP program to do this. We did this for a project that I am involved in. I am functional guy, so would not be able to give you a sample code... hope this helps. Pls also check the following thread on SDN which may be useful j/sdn/thre ad?message ID=3088146
