Oracle SQL 11g

I am having problems creating a relationship between these two tables

I am getting the following error

SQL> alter table school_visits add foreign key (school_id) references
  2  school_info (school_id);
school_info (school_id)
             *
ERROR at line 2:
ORA-02270: no matching unique or primary key for this column-list
