the problem is that there is no to_char () function in Teradata. I understand that in your example it is used to convert number to varchar. Try to cast required fields as the varchar. In the example I posted below I replaced your to_char with cast, casting the values to varchar(100). Change the size from 100 accordingly to your needs. The rest looks fine.
