SQLNET.AUTHENTICATION_SERVICES = NTS.

i have various oracle 9i installed on windows2000.
some of my servers are at my same location(for e.g A) and some if them are located at a different location(for e.g B.) we use a lot
of database links between the various databases to upload data.
sqlnet.ora file has the parameter
SQLNET.AUTHENTICATION_SERVICES = NTS.
when we use database links(both private and public) between databases in location A everything works fine, but if we use links
between A and B, we get following errors:
          ORA-12638: Credential retrieval failed.
i changed my sqlnet.ora file parameter
SQLNET.AUTHENTICATION_SERVICES = NONE and then this works perfectly. but i'm unable to log as a sysdba
sqlplus "/as sysdba"
error
ORA-01031 : INSUFFICIENT PRIVILEGES
enter username:

As per my client needs and security i would still prefer the parameter
SQLNET.AUTHENTICATION_SERVICES = NTS.
can any expert help me to solve the above problem.
