by installing the enterprise edition of oracle
The Oracle "Standard Edition" software does not include partitioning.  If you have the more expensive "Enterprise Edition" license, then yes, you can install and use the Enterprise Edition software.

I would guess that someone made a mistake during the Oracle software installation and did not check the Partitioning option.  I think you need to re-install the 9.2.0.6 database software and make sure that the Partitioning option is selected.  Unfortunately, this will require shutting down the database for the (re-)install.
In theory, I believe everyone here would agree it will work, you can re-install into a new Oracle home, then shut down the database and bring it back up with the new home.  That would minimize the down time.  I deal primarily with UNIX and it would work there, not sure if there are any exceptions in the Windows world.

Something to note, is that partitioning is a separately licensed product.  We just went through the licensing nightmare for it.  Not sure if that has to do with our license agreement or not (it is an old one).  But we were told that basically partitioning and RAC are the only 2 separately licensed database options left.  Of course, you can install and try it out on Oracle's trial basis, and nothing will stop you from continuing to use it, but an audit by Oracle would catch that.

Install Enterprise Edition, not Standart edition.
I think this is the problem.
