I think so
This is the error:

HTTP Error 404 - File or directory not found.
Internet Information Services (IIS)

--------------------------------------------------------------------------------

Technical Information (for support personnel)

Go to Microsoft Product Support Services and perform a title search for the words HTTP and 404.
Open IIS Help, which is accessible in IIS Manager (inetmgr), and search for topics titled Web Site Setup, Common Administrative Tasks, and About Custom Error Messages.
That error simply tells that the file cannot be found, where on your machine is the file located? did you configure IIS correctly?
how should it be configured?
should I allow php in it or somthing? how do I do this?

For starters what is the home directory of your default web site? and where is the install.php located?
Secondly did you configure IIS to use PHP?

I've installed the latest PHP (I think) on Windows 2003 Server Datacenter Server
I am not asking for the URL, I am asking for the path on your machine, e.g.  c:\wwwroot
c:\inetpub\wwwroot
and where is the install.php, it should be located at the following spot:

c:\inetpub\wwwroot\forums\install\install.php

is it?
Again, did you setup IIS to use PHP? only installing it is not sufficient.
Furthermore do you have the proper rights on the directories and files, i.e. can the internet user account (IUSR_) reach them?
How do I set it up to use PHP?
How do I make it have the proper rights?

http://localhost loads the cfm page I've created (I've installed and configured the coldfusion server with IIS)
I have already posted a link on how to setup PHP using IIS.
Where should I put php4isapi.dll?
Please help. I've added .phtml & .php3 and allowed both in Web Server Extensions menu off IIS (I'm using Windows Server 2003 Datacenter by the way), allowed Internet User read/execute permissions to PHP directory & forums directory etc

What should I do?
Did you also allow .php? is the error message still the same?
yes and the error is still the same.

Please could you give all the neccesary permissions also
IIS was had read access off by default amongst other options - I think this is probably the cause. what other disabled services etc may cause this?
Just to pinpoint the problem give Everyone full access, if that solves the problem we know it is a permission problem and can work from there.
how can I do that quickly and how will I get all access permissions back to the right settings after?
Right mouse click on c:\inetpub\wwwroot -> Properties -> Security -> Add -> Everyone -> Full Access
make sure the rights propagate down to the children (setting in advanced)

afterwards remove Everyone
done it and same error
wait how do I setup child propagation?
I think it's ok - in advanced everyone says 'this folder, subfolders and files
