Hi
Where can i get ISQL utility for windows. Do i have to install SQL to get isql ?
I have a sybase database at a.b.c.d IP address. I want to connect to it from my windows machine from command line.

after installing Open Client, you will find it in the ...\OCS\bin directory
I object, Venabili has no Sybase experience and is not qualified to be a CV in this TA

Having experience in the topic area is not required to be a CV. I do not find anything wrong with Venabili's recommendations. Is there a specific issue you would like to address? BTW, why don't you ask to become a CV for this area. You have a significant amount of experience with Sybase products and everyone at EE would further benefit from that.
